Multiple user profiles and Folder Preferences

I hope I have not simply overlooked finding the answer to this series of questions in the Help or these forums, but I did try to help myself first. :)

I am trying to figure out how to best configure Textpad's settings for use as a shared application where there are multiple users (under Windows 2000 and/or XP).

Question #1
In the Help under "Installing Textpad" it refers to there being "Contributed" macros, clip libraries and syntax definition files in the SAMPLES folder of the Textpad installation as well as there being support for Personal folders of the same. The latter defaulting to being located in the user's Application Data\Textpad folder.

Where I am most unclear is whether the Contributed and the Personal resources can cooperatively and simulataneously exist. In other words, can I put items in the Textpad application subdirectories (e.g. SYSTEM) and have them be 'global' for all users AND ALSO have items in the individual user's AppData\TextPad folder for private use?

Question #2
Does Textpad somehow automatically include the SAMPLES folder for TPM, CL and SYN resources? In other words, it *seems* (and I suspect I may be confused) that the SAMPLES folder is programmatically included by the application. I attribute this to my observation that the resources in the SAMPLES subdirectory appear to be available from within the program even though I do not have the SAMPLEs folder as a path in the Preferences -> Folders entry. (Again, I'm not sure, I have been changing settings all morning and may simply have myself all turned around.

I would THINK that the SAMPLES folder would not be included by default and that the way to have things work would be that the user would either copy the TPM/CL/SYN files they wish to use into the SYSTEM folder _or_ specify a folder in their Preferences. Am I just on crack? :)
