I have downloaded and installed both of the above,
please give a step by step for these two newest version because all the tutorials are jumbled and jump between versions.
(I changed the path variable to include C:\j2sdk1.4.1_02\bin; at the beginning, also tried this at the end, but the compile and run options still do not show up in the tools menu)

You need to go to:

Configure Preferences Tools Add JDK Commands.

It's that simple. There might be some issues with locating the JDK, but if this is the first time you're installing this stuff, it's not likely. You can refer to my other posts if there are issues.
