1. Open a file in textpad
2. Close the file (no files are currently open)
3. Try to delete/rename the folder that the file you just opened exists in

Textpad keeps some sort of reference to the folder even when the file is not open anymore. This catches me so often that it isn't funny, I am constantly trying to delete/rename folders and having it locked by Textpad.

Check the settings:

Configure, Preferences,

General Settings:
Working folder follows active document needs to have a checkmark.

This usually works for most issues. If you close a file, the next time you do File, Open, you will be in the last directory that a file was saved in.
