How do I set the number of columns used by the reformat (Ctrl+Shift+J) command? I have tried Configure > Preferences > Document Classes > Text > "Word break at column number", but to no avail.

"Word break at column number" works fine for me.
Are you using TP v4.7.2?
Word wrap needs to be off.
