How do I keep Taskbar icon?

Is there a way to have the Taskbar icon always appear?

Currently, it only appears if the app is minimized.

It would be a handy way to get back to the app after it gets covered by the other twenty or so windows I usually have open at the same time.

I'm currently using NT 4 at work, so the Quick Launch toolbar isn't an alternative.

In Win2k the taskbar icon is always visible whether TextPad is minimized or not. It's been a while since I've used NT4 -- is what you describe normal for a Windows app?
