Have you just reinstalled the application?
I had the same problem myself and in my case, I had installed the application again, selecting custom options and opting not to include Sample Files (2nd checkbox).
Once I modified the installation checking the box everything was OK.
Cheers,
Steve

Kjetil has found out the answer, and he was kind enough to send it to me! Here it is for anyone else with the problem.
- close textpad
- run regedit
- rename the registry key :
HKEY_CURRENT_USER\Software\Helios\TextPad 4\Docking\Control-Bar1
to something different like
HKEY_CURRENT_USER\Software\Helios\TextPad 4\Docking\Control-Bar1_old
- Start textpad, and the clip library is back.
Texpad creates a new Control-Bar1 key, with default values.
This worked on my computer, so try it out..
