TextPad component and International Characters

Hi folks,
a bit of a two parter this...
1) Where does TextPads method of adding International Characters come from and why on earth do the Microsoft apps not use the same method?! Ctrl-` and then a,e,i,o or u to put a grave accent on these characters is so much easier to remember than say ALT -0242 to do an o grave character.
2) Bearing this in mind, if I was to write an app for a customer that needed to do this kind of thing a lot, could I legally/technically, embed the editor window part of TextPad as a control in my app?
