adding syntax highlighting globally

I am working tech support for a university. We have Textpad installed on a server, and all of the workstations run Textpad from there. The problem I am encountering is with the syntax definitions. When I add a new document class, it only works for the user that is logged in. How can I make a document class change globally (for all users)?
I can add files to the clip library by just putting them in the 'samples' directory. I have attempted adding the *.syn files both in 'samples,' and in 'system' without success.
