Is there a way to switch the viewing of a file between text and hexadecimal?

Scenario: from the file manager, I open a file with TextPad. Depending on the file's extension, TP uses either a text or hex view. How can I switch from text to hex, or back?

no, not yet. But rumours say that the developpers work on it (at least on an editable hex view, but I guess once this is implemented there will also be a way to switch between both modes).

You could manually open the file in binary mode (there is a combo box at the bottom of the file-open box.
