"File format" list in File Open dialog does not dr

I'm running 4.4.1 on Win 2000. I want to open a file in binary mode but the File Format list box won't drop down to let me switch from Auto to Binary. The Encoding list won't drop down either, though I wasn't trying to use it. The File Name and Files of Type boxes do drop down.
Any ideas?
