Japanese/English page

Is it possible to enter Japanese characters for the "viewed" text in a web site that is primarily written in English?
I am intending to use existing php code, written in TextPad, in English, for use with an alternate page viewed in Japanese. Am hoping to merely translate the non-code text to characters entered from a Japanese character set
I've started, but am not doing something right.
Does anyone have experience with this procedure?
My Textpad is 4.0, with only English installed. I thought possibly I should install the unicode add-on, but then when I reviewed that description it seems that is to open files written in unicode. Should I re-download another Textpad with English AND Japanese selected?
