I'm trying to set the Preference to Show Visible white space, but can't seem to get it to stick.
I'm setting all 3 options (spaces, tabs, paragraphs) but that seems to determine what shows up when I turn ON Show visible...

Is there any way to make Show Visible the default?

Try to click on the Visible spaces icon on the toolbar with no open documents.
It should become the default, until you turn it off (again with no open documents).
