Other apps cannot take focus away from textpad

I am running Textpad 4.4 under Win2000. If textpad is open and I try switching to another app (either by ALT+TAB or clicking from the taskbar) that app cannot take the primary focus and Textpad persists 'on top'. I have Textpad on a few computers with similar configurations and this problem exists on only one of them so I am sure it is just a setting or corrupt file of some sort. Anyone have any ideas? Perhaps a .dll needs replacing?
