How to unregister WinExp context menu 'Open with Textpad'?

In the context menu of MP4 video files a menu entry appears:
"Open with TextPad"
How can I disable it?
How can I disable (and possibly re-enable later) the "Open With TextPad" context menu for ALL file types?
I found no dynamic context menu (de)registration option in Preferences.
