UTF-8 reverts to ANSI-1252

What would cause the change of a document's encoding from UTF-8 to revert to ANSI-1252.
All default document preferences set to UTF-8 and PC. But at times, it reverts to ANSI. What action would cause this change? Any thoughts please?

Please describe exactly what is happening.
I created a document class with filename pattern *.utf8 and default encoding UTF-8. If I save a file with a name matching that pattern, close it and re-open it, TextPad renders it as if it's encoded in UTF-8 (even if it isn't).

@ben_josephs, my sincere apologies. I had no idea about your reply because I don't get email notifications for years, and I don't know why. There are no restrictions on my email account, so, I simply gave up.
This encoding issue was related to configuration files of Firefox, which had a mixed requirement in Windows. On the rare occasion that I edit these files, I check before saving. Again, please accept my apologies.
