Window refuses to leave foreground

The TextPad window stays in the foreground no matter what other windows I click. It allows other windows to have focus but I have to manually minimize TextPad to make it leave the foreground. I've used the product for many years and this behavior started for no apparent reason.

Is
Configure | Preferences | View | Stay on top of other windows
or, equivalently,
<Alt+Space> | Stay on Top
selected?

I have absolutely no idea how that box got checked, or that it existed. Another Windows mystery.

I don't have a cat. My dogs are smart but have trouble pressing the right keys on the keyboard with their nails.

Most likely it was software rot. I've seen it many times before on Windows. Something that worked perfectly yesterday doesn't work right today and you could spend the rest of your life looking for the reason.
