Slightly OT but...

On my XP PC, with a local file selected in Explorer, I was able to open the right-click context menu and select an entry which was worded something like 'Send to clipboard as local link', or maybe 'Send to clipboard in File protocol'. I would get a string like this:
file://C:/Docs/MYVIDE~1/Regulars/TGA/TE896C~1.PNG

From TextPad I could then right click that and open the file.

On my current Win 10 PC I've so far been unable to find this handy too. Can anyone help please?

In short, how to construct a clickable shortcut to a local file?

I came across another solution, which you may or may not have seen. This page describes a VBScript script that you can drag-and-drop a file to or add to the Send to context menu.
