Alt-Tab to switch windows doesn't work in Textpad

My TP 8.0.2, in Windows 7 Pro is set to be the top window no matter what I do, and can't figure out which preference option is needed to be disabled to allow Alt-Tab to function. I see the window selector when tapping Alt-tab and the window icons are on the taskbar but they remain behind TP even when I reduce the windows size.
