Where is Tools located in Textpad 8?

I downloaded Textpad version 8 onto a Windows 7 computer and went to add functionality to it by going to the Configure>Preferences>Tools menu, but the Tools section was not there! I suppose I must not be used to the version 8 of the 64-bit edition of Textpad.
How do I get to the Tools menu?

That option is hidden when creation and use of user tools has been disallowed. See How to Restrict User Capabilities in the online help for more information.

I read the help and it seemed to talk about how to re-enable full features for all users using REGEDIT. Huh, I wonder how these "privileges" got turned off in the first place if I was the one who downloaded it? Maybe it had something to do with it being a public computer.
In any case, oh well, thanks!
