Invoking External Tools

Upgrading from v4.7 (hey, it worked great!) to v7.4.
The old version had all the external tools listed right on the tools menu, so I put my most-used tool last and it could be invoked quickly with Alt-T, up-arrow, enter. Or I also assigned hotkeys, so Alt-T, y was for "Prett&y Print", etc.
Now with v7.4, all tools are under the "External tools" submenu. And all my automatic keystroke habits aren't working... I tried to use customize to put the tools directly under the tools menu but that didn't work (seems like tools could only be added to toolbars and not menus).
And I didn't see any options for not using the "External Tools" submenu.
I also tried fiddling with GUIState.xml (removing the BeginGroup attribute, etc), but couldn't get the tools to appear on the Tools menu.
Is there something else I can try? If not, can this be considered an RFE to allow for the tools menu to be flat and not list everything under External Tools submenu?
