Error 1316 preventing upgrade from 6.1 to 6.1.3

OS = WinXP Pro SP3 32-bit, fully patched as of July 2012
RAM = 3GB
Trying to upgrade in place generates the following fatal error:
"Error 1316. A network error occurred while attempting to read from the file C:\DOCUME~1\CCEBOS~1\LOCALS~1\Temp\{C320CDF7-F34A-4486-AE2F-047AB385C4B0}\TextPad 6p1.MSI". There is no "TextPad 6p1.msi" in that temp sub-folder; only "TextPad 6.msi. So, an installation script error is one possible cause. Otherwise, no help available on this error code on this support forum.
