Clip library bug?

TextPad V5.4.2, on Windows XP, and Windows 2003

From help:
The Clip Library is a collection of text clippings, organized into files, referred to as "books". Each book can contain any number of clippings, and each clipping can be any amount of text, with an optional "hot spot".

User experience:
When move mouse to a clip/entry, a popup shows the clip content. If there is enough space under the cursor on the screen, the popup will show up under the cursor; if not enough space, the popup will show up above the cursor.

Problem:
If the popup content window is big, and no enough space to show popup below or above cursor, the popup window will keep flashing on screen until you move your cursor away. It is easy to reproduce it on a low resolution screen(like 1280x1024).

This is an old problem. User Kitimat complained about it in 2007 and was told it was an old problem back then.

So 4 years no plan to fix it?
