Make File Open file type setting optionally sticky

Long title to request that the File Open file type setting be made optionally sticky.
Some people probably like the fact that it is set to the last file type they used. I personally find it a cause of stress to open a folder and find that none of the files I expect to see there are shown when the only change I have made in file type used is to switch from Explorer view to Clipbook Library. Even after 753 times this still gives me a small shock before I realize my error.
It would be much appreciated if this could be made to be an option:
[ ] Always use *.* All Files in file open dialog box
Otherwise
[ ] Use last file type opened in file open dialog box
Seems to me also that 'use last file type opened' would be the special case and 'all files' should be the default. The only case I can think of where the former would be desireable over the latter is with a huge number of files in a folder of varying types not usually used.
Probably someone with better technical knowledge can word this more clearly.
