Error message when opening an XML file

I get the following error when I open an XML file.
WARNING: "Story_ule2b.xml" contains characters that do not exist in code page 1252 (ANSI - Latin I). They will be converted to the system default character, if you click OK.
I thought that XML just used ASCII characters. When I open this file, I do see some black marks, presumably standing for some characters. It looks like one of them might be a tab marker.
Is there any way for TextPad to read these files more gracefully?
