How to put many short lines into long ones

Sorry, I couldn't think of a better Subject. My problem is that I have test files with paragraphs with very short lines. An silly example:

Now is the time for
all good men to come
to the aid of their party.

Now is the time for
most fairly good men to
come to the
aid of their party.


How can I convert the lines to longer lines up to the wrap length I have set (65), and preserve the blank lines which demarcate paragraphs? IOW I want to result to be in this form:

Now is the time for all good men to come to the aid of their party.

Now is the time for most fairly good men to come to the aid of their party.

1. Ensure word wrapping is turned off: Configure > Word Wrap.
2. Click View > Document Properties.
3. Click Preferences.
4. Select the Word break at column number check box and enter 65 in the number field.
5. Click OK.
6. Select the text you want to reformat.
7. Click Edit > Reformat.
