I received a loadfile in ANSI .dat extension. It has a character:
What character is this? When I open this .dat file in textpad on my laptop and I can see the character properly. When I open the .dat file in some other environment sometime i see the character as black block as if textpad cannot display the character properly. The inconsistency in display between environments suggests some character mapping\encoding issue. is there something i need to enable in textpad to get the character to display properly everywhere. In general Windows 2003 Server is the OS. Thnaks in advance for any reply.

In TextPad let your mouse pointer hover over it. You will see that it's <Ctrl+T>, the character whose internal code is 0x14 (20), the ASCII control character DC4. It is not a text character and it has no place in a plain text file. There is no way to display it "properly". If you want it displayed in the same way on all your machines, ensure that you're using the same font on all of them.
