Where can I download the TXPADENG.HLP file?

I am running my licensed copies of release 5.3.1 on Windows XP and also 64-bit Vista.
I found a post with a URL from which to download the file, but it's not under textpad.com, which scares me.
(That post is six years old, to boot.)
