textpad.ini for settings, rather than using the registry

I do like Antartica, more [u]penguins[/u] than Mickysoft hackers.

Basic common sense. Logical for the user. Perhaps 1 concession, an "environment variable" to the path of textpad.ini, default is system rather than user!
