Page Up/Down - Scroll cursor line to the top/bottom of the s

When editing in the middle of a page, I would like to scroll the line that the
cursor is on to the top (or bottom) of the screen.
I want to be able to compare two files by going back and forth with Ctrl+Tab
and have the text in the same relative position.
Now I have to move the cursor down the page until the line that I want is
pushed to the top. If I go too far I have to go back to the top to adjust.
Ctrl+Page Down would be nice to position the current line to the top.
