can't install license for TextPad

Hi,
I'm using Windows 7. I've installed TextPad, as myself, an administrator. When I try to copy and paste the license file I have, I get the folowing message:
"This installation is forbiden by system policy. Contact your system administrator."
Well, basically, I am the system administrator for my group.
