Can't open a 2.5 GB file, but can open a 4.3 GB file.

I have TP 5.2.0 on a windows 2003 (32-bit) server.
When I tried to open a 2.5 GB file, I got error (Disk full while accessing ...). However, much to my surprise, I was able to open a 4.3 GB file!
While the 4.3 GB file is open, I checked the task manager. TP is using 89 MB memory. It appears that TP is operating in a "disk" mode where the data isn't read into memory. Instead, I think it stores the scratching copy of the data on the C drive.
On another server where I have only 11 GB free space on the C drive, I was able to open files as large as 9 GB. However, I wasn't able to open a 12 GB file and I go the same error message (Disk full while accessing ...).
Does anyone know if my guess is right? Am I limited by the free space on the C drive (the OS drive)?
