Actually, the operation on my Windows 7 system seems to be a little different than you describe. However, setting BOTH "Replace Notepad" AND "Allow multiple instances to run" gets me where I want to be: new window every time, no unexpected results, no guessing.
Thanks to all who have helped ferret out how these two settings interact and how they are both required to be set in certain ways.
