Did the logic for the file tabs order change recently?

I just did a full reinstall of Windows on my laptop, and I notice that the order of the file tabs seems to have changed. As in the logic by which Textpad orders the files.

As I remember it, whenever I opened a file that wasn't already open in Textpad, it would add a tab for it at the far left. But now when I opened a file, the tab got inserted at position 2. I didn't drag'n drop the file, I used the "Open" dialog.

Also, when I click the small button on the far right of the bar with the file tabs, the one called "Active Files" (at least that's the text that shows when I hoover the mouse over the button) displays the files in a different order than the actual order of the tabs. As I remember it, Textpad used to show the the files in the same order as the file tabs.

Also, I remember being able to use the regular scroll wheel on the mouse to scroll the tab bar horisontally. Now, if I the active tab is the leftmost visible one, but it has more tabs to the left of it that are just out of view, there is no way for me to quickly scroll so I can see those tabs to the left.

Are these changes that has been done fairly recently? I don't know what version I used before the full windows reinstall, but it wasn't an ancient version.

But more importantly, is there a way to get the old behaivor back? I want tabs to be inserted to the left. I want the order of the tabs to remain the same in the tab bar and in the list of active files. And I want to be able to scroll the tab bar when there are more tabs than what Textpad can show at once.
