Cannot set default document properties

8.0.1 64 bit: I have changed all the settings I can find to make the default for new documents UTF-8 and Unix.
However, new documents are created as PC and ANSI.
When saving them the save dialogue has PC as the default line ending and "default" as the encoding. This results in a PC/ANSI file being saved.

The character set settings for a particular file type is not used when saving a file.
