REALLY peculiar create folder problem in open dialog

In the new, sexy open dialog, I can create a folder using the appropriate button everywhere on my system...except in the C:\Windows\System32 folder and below!

It fails with "Unable to create the folder 'New folder', The system cannot find the file specified." I have full admin permissions and the folder attributes are clear - just the d attribute is set.

I don't know if this is a bug in TP or Windows' modal dialogs, but something ain't right.

I haven't had time to test this behaviour with other folders, but it's a PITA right now. I have to create and rename the folder (using the open dialog) in the \Windows directory, then drag and drop it into the System32 directory first. That seems to imply a TP issue, unless I'm missing something obvious?

I'm happy to provide any info to help sort this one out.

That's a UAC policy issue. With a default Windows 7 installation, you get an administrative confirmation prompt, when you try to create a subfolder of \windows\system32. Your operating system must be configured to disallow that action.
