How to create new dictionary for spell checking

Hello,

I would like to use a dictionary for spell checking for the Czech language. But still there is none. So my question is: what's the process for creating new dictionary? What's the format of its data (records)? Is it text or binary? Which extension? - I'd like to try to create it but I don't know nothing about Textpad dictionary requirements.
