I'd like to extract a list of current keyboard shortcut assignments, including whatever was added or redefined. Where is this data kept?

You can list the keyboard shortcuts, as follows:
Configure/Preferences/Keyboard. Under Categories, select "All" and then press the List button. The list will appear in the Tool output window.
