Visual Studio 2003 (i.e. .NET) sounds like the culprit to me!
Is TextPad 4.7.0 written using C++?
Microsoft has in their Knowledge Base an article #822677 that talks about incorrect code when optimizations are used.

TextPad 4.7.0 Parameter Error From LAN
When opening java source file:
Double-click yields "The parameter is incorrect." when accessing LAN drive for file.
Have the following:
Windows XP Professional
TextPad 4.7.0
File is java source with UNIX end of line characters.
Obviously I'm not the only one getting this error!
