MudGuard accidentally got it backward. You must use a NON-proportional (aka fixed width) font to enable Fill Block. Try using Lucida Sans Typewriter or (ugh) Courier New. If you use one of those, and you are able to select a block, and Fill Block still isn't enabled, then ... well, then problem is ...
