I think I solved this. I had desktop and start-menu shortcuts to the Windows 7 system drive instead of the virtual XP Mode system drive. Deleting the shortcuts, copying the setup file to the XP Mode system drive, and installing Textpad from there seems to have fixed the problem.

Context menu in Windows 7 - XP Mode

Textpad 7.09
When I right-click a file name in Windows 7 Pro x64 Explorer, the context menus includes Textpad. When I click on Textpad there, it starts Textpad and opens the file for editing. That is normal operation.
When I do the same in XP Mode, nothing appears to happen. I can edit the file by ...

Undo might have had something to do with it but I am not sure because I did not get any notices about running out of memory.
