Found the answer, and it was an obvious, and simple one, damn it.

To make sure that wherever I wanted to save any files made using TextPad, I set the compatibility to run this program as an administrator.

I wondered what would happen if I removed the administrator option, and lo, it worked. Right ...

When I right-click a document and select the "Open with..." option to open the document in TextPad, the program opens, but the document doesn't open.

If I use the "Send To" option though, the document does open in TextPad.

How do I get the document to open in TextPad using the "Open with ...
