I have now succeeded in converting PNG files into SVG. On the website https://www.freeconvert.com you can convert 20 icons every day for free. However, they should have about 250 pixels so that the quality is appealing.

OK, with %1 in quotation marks it seems to work. No longer had an empty view when opening a file several times.
I would consider this part of my post done.

@bbadmin: I have installed Textpad for all users and the registry entries are identical.
An attempt with %1 showed slight success. Opening without a file no longer happened so often.

If I link the file in Textpad and then double-click the file when Textpad is closed, Windows asks which program I want to open the file with and the entry Textpad says new.
If Textpad is already open, the double-click works.
The file name does not contain any spaces.

I have linked TXT files with Textpad. The problem is the same for every file type. Double click on the file, Textpad opens BUT without the file.
Sometimes it works, but unfortunately most of the time it doesn't.

Good, the example works. But a *.png which was "converted" with Inkscape into a *.svg does not work. In my opinion it was not a good decision to use *.svg. After all I have read about it, there is hardly a format that is less regulated than for example *.png. Please show me how to convert the ...

OK, a second install and the file will be created. Now it is possible to import a svg-file but is nothing to see. The imported svg-file shows an arrow but it is white (see attachment). In the explorer-preview appears "Some items have been blocked so that the sender cannot identify your computer."
