Just to be sure: the menu is entered, just like pressing Alt alone, right? It is not "opened", like Alt+F would display all items of the "File" menu item and highlight its first child item, right? In your screenshot the window menu is merely entered, getting the focus.

Alt+Tab switches between entire programs, not between windows of one program. You can Alt+Tab to a different program (f.e. Explorer), then Alt+Tab back to TextPad. At that time one window of TextPad has the focus - if it's not the main window, it should be one of its open dialog windows. "Open ...

A rightclick on any toolbar or the window menu to then select "Customize" doesn't work anymore? In its tab "Commands" you can drag anything to your toolbars, or remove it from them. Hence you're unbound to existing toolbars and what they carry.

Trivia: that's a control and its name is status bar. It can be identified by usually having a size grip on the right side to have a larger area for starting to resize a window (than only the window border). You should know it from many other programs.
