Can't reproduce with 8.1.2. Either link to or post your syntax definition file in case you're using 8.1.2, too.

Let's separate all the problems you're throwing into one bowl: TextPad 8 is fully capable of Unicode: it can read it, save it, and display it. Displaying text is bound to which fonts are used and unbound to TextPad specifically - if you use i.e. "Courier New" then you shouldn't wonder why it cannot ...

8.1.2: binary mode: \xFF also matches \x9F
When viewing a file in binary mode and searching for the character \xFF I also get matches for the character \x9F. This doesn't make sense.

In case of WinMerge go the window menu Tools > Generate Report to save the results in your favorite format. However, there's no way to import them.
