Tools not showing for standard user

Computer is a member of a domain - In Textpad as an administrator, I am able to see the Configure - Preferences - Tools to add the Java compiler. When I log in as a standard user I no longer have that ability. I am using the same computer image as last semester, the only thing updated was the GPO for students. Would anyone has an idea why this may not work. Are there any typical GPO settings that may be blocking the Tools?
