Non-english language characters

I have the newest version of TextPad (5.4.2) and Windows 7 x64. When I try to put non-english characters, I get strange signs instead. I've tried to change the document encoding to UTF or enable "write unicode and utf BOM", but nothing seems to work...

There are limits to what TextPad can accomplish with non-English characters. The following from the help file may be relevant:
it is only possible to edit, without data loss, files containing characters from the implied code page. Other characters will be converted into a system default character (normally "?"), if you confirm that is what you want to do.
Running TextPad 5.4 on Windows XP SP3 and on OS X 10.7 under VMWare or Crossover.
