That's a configuration option. You can set it using Configure » Preferences » General » Put shortcut on context menu. Note that when that option is set, File Explorer locks ShellExt64.dll in the system folder of TextPad's installation folder, so it will entail a reboot after any updates to TextPad. ...

Sorry you've been having problems. TextPad only transfers from the previous major release, when upgrading. You could uninstall v9, install and run v8 to get your v7 config, then install and run v9. Windows 11 prefers that you make associations in File Explorer, rather than in each application. Howev...

Try deleting or renaming the following file, after exiting from TextPad:
%APPDATA%\Helios\TextPad\9\GUIConfig.xml
It will be recreated when TextPad next exits.
